We think it most desirable that whatever changes or alterations it may be necessary to make in our system, should be carried out by our own staff, and would ask for the insertion of a clause to the effect that wherever the Tramway Co. are empowered to make such alterations, the "Department Company persons or person" affected should be given the first option and reasonable time to make such alterations by their own workmen at the Tramway Co.'s expense.

We trust the Government will see their way to insert a provision to the above effect.
